New laws expand security grants and establish protections around houses of worship
Gov. Gavin Newsom signed two bills Friday that expand security protections for houses of worship and nonprofit organizations across California.
AB 1836 expands security-grant eligibility
Assembly Bill 1836 expands the California State Nonprofit Security Grant Program so eligible nonprofits can use grant funding to protect offsite events such as religious observances, cultural festivals, parades and other public gatherings.
The state says the program has provided security funding to more than 1,600 nonprofits and houses of worship since 2015 for measures including reinforced doors, lighting, alarms, surveillance and emergency preparedness.
AB 2664 creates a protected zone around entrances
Assembly Bill 2664, called the Safe Worship Zone Act, establishes a 100-foot zone around entrances and exits of houses of worship. Within that area, the law limits intentional approaches within eight feet of people entering or leaving without consent for specified conduct, including protest, distributing literature, obstruction, threats or harassment.
Supporters say the measures are intended to protect access to religious services and community events while preserving lawful protest outside the restricted conduct defined by the law.
