Tuesday’s hearing concerns development rights for a potential residential project, with further approvals still required.
The Newport Beach City Council is scheduled to consider a development agreement Tuesday, October 13, for up to 78 homes on the northeastern portion of Newport Beach Country Club.
The proposal, called Fairway Three, concerns property at 1 Clubhouse Drive. The agreement would establish development rights for five years in exchange for negotiated public benefits to the city.
The distinction is important: the agreement is separate from approval of a specific construction project. The city’s Planning Commission materials explicitly stated that no actual project was proposed at that stage and that the applicant sought the agreement before submitting project entitlements.
Those materials recommended that the council approve the agreement. They also recommended relying on the city’s previously certified environmental review rather than conducting additional review for the agreement itself.
Tuesday’s scheduled action is introduction of Ordinance 2026-17, with a proposed second reading October 27. Neither date should be read as a construction start date.
For residents following possible changes to the country club property, the hearing provides an opportunity to review the proposed agreement and comment before the council acts.
The city lists the meeting for 4 p.m. in the Council Chambers at 100 Civic Center Drive. The revised agenda and meeting broadcast are available through the city’s meeting page.
