The Costa Mesa City Council has approved more than $6.8 million in pay raises, benefit increases and job reclassifications for city employees and police over the current and next fiscal years.

The agreements, approved unanimously Sept. 1, cover bargaining groups representing City Hall employees, police officers and police management. According to reporting by the Daily Pilot, police officers are set to receive a combined 8.4% in pay increases over the life of a two-year agreement, while non-officer employees will see a combined 6% increase over the same period.

What the Agreements Cost

City staff estimates cited by the Daily Pilot put the additional payroll impact at roughly $3.7 million in the next fiscal year. Costa Mesa has published labor proposals, fiscal analyses and memoranda of understanding through its transparency portal as negotiations have moved forward.

The city has said competitive compensation is important for recruiting and retaining employees, particularly in public safety and other positions where local governments compete for experienced workers.

Why Residents Should Pay Attention

Employee compensation is one of the largest recurring expenses in municipal government. Raises can help a city retain experienced workers and reduce vacancies, but they also become part of the ongoing cost structure that future budgets must support.

Costa Mesa publishes detailed employee compensation reports and labor-negotiation documents online, giving residents a way to follow how salary and benefit commitments affect city finances over time.
