The allegations remain unproven as the city prepares an independent investigation.
Anaheim released a 25-page government claim Thursday, October 1, from Mayor Ashleigh Aitken’s chief of staff, Berenice Ballinas, alleging workplace harassment, discrimination and retaliation.
The claim describes alleged comments concerning Ballinas’ race, religion and sexual orientation, along with allegations involving alcohol consumption during city business. It also alleges that city leaders failed to adequately address concerns she reported.
These are allegations contained in a claim against the city, not findings by a court or an independent investigator.
Aitken previously denied allegations that she used racist and homophobic insults. Voice of OC reported that she did not respond to its request for comment on the newly released claim Thursday morning.
City spokesman Mike Lyster told the outlet that Anaheim was arranging for an experienced, independent investigator and expected the investigation to take several months. He said the city sought an impartial review that would balance speed with due process.
The City Council scheduled a special closed-session meeting for 9 a.m. Friday, October 2, to discuss the claim.
Ballinas has served as Aitken’s chief of staff since 2022 and was placed on leave in July, according to Voice of OC.
